Tulum, Quintana Roo — Local officials are calling on service providers to actively promote the Tourist Mobility Pass, a measure designed to reduce misunderstandings and potential abuses involving tourists and local authorities. The initiative, implemented approximately one month ago by Quintana Roo Governor Mara Lezama, aims to streamline the visitor experience by minimizing unnecessary fines and bureaucratic hurdles.
Addressing Tourist Concerns Over Administrative Violations
During the 17th Ordinary Session of the Tulum City Council, Eugenio Barbachano Loza, the fifth councilor and head of the anti-corruption, transportation, and citizen participation commission, emphasized the importance of wider dissemination of the pass. He noted that tourists frequently complain about minor administrative violations disrupting their vacations, whether through fines or vehicle impoundments.
“This is a benefit—even a courtesy—for tourists who commit minor infractions, such as lacking a document or parking in an improperly marked area,” Barbachano Loza stated. “They get two chances, two passes, where the violation is forgiven. This is part of an effort by the state government, announced by Governor Mara Lezama about a month ago through an approved law.”
How the Tourist Mobility Pass Works
The pass, integrated into the Guest Assist program—a state tourism app—provides real-time information to visitors. Barbachano Loza explained that many tourists, particularly those renting cars, are often unaware of local regulations. The pass grants two exemptions for administrative infractions, excluding serious offenses such as driving under the influence or causing harm to others.
“This is also a response to long-standing criticism on social media, where tourists felt targeted or extorted over traffic fines or towing incidents,” he added. “With these two courtesy passes, as long as the violations aren’t severe, we aim to improve their experience.”
Ensuring a Positive Visitor Experience
The councilor stressed that the ultimate goal is for tourists to leave Tulum with a favorable impression, eager to return. “There’s no better ambassador for Quintana Roo than a satisfied tourist,” he remarked.
The Guest Assist app, developed by the State Tourism Secretariat, offers visitors worldwide access to essential information, further supporting the initiative. Officials hope the pass will mitigate frustrations and reinforce Tulum’s reputation as a welcoming destination.
