Mexico City — Security Secretary Omar García Harfuch announced the arrest of Gerardo “N,” known as “El Congo,” who authorities identified as a suspected member of the criminal cell that attacked Uruapan Mayor Carlos Manzo.
Police captured the suspect early Monday morning in Michoacán during an operation led by the State Prosecutor’s Office with support from the Mexican Army, Mexican Navy, National Guard, Security and Citizen Protection Department, and state authorities.
According to official information, the detained suspect is allegedly linked not only to the attack against the mayor but also to extortion activities targeting avocado and lemon producers, as well as attacks on rival groups and multiple homicides in Uruapan.
Authorities stated that Gerardo “N” operated under the orders of Jorge Armando “N,” alias “El Licenciado,” who was arrested in November 2025. Investigations continue with the goal of locating and capturing all those involved in the crime.
National Impact of the Crime
The murder of Mayor Carlos Manzo generated significant political and social shock across Mexico, highlighting the persistent vulnerability of municipal authorities to organized crime, particularly in regions with high presence of criminal groups linked to control of productive activities.
The homicide reignited debate about the security of local officials, criminal infiltration in municipal governments, and the need to strengthen coordination between federal and state forces in high-risk areas.
The case also had repercussions on the national security agenda, with calls from various political actors to review protection schemes for mayors and public servants, as well as to strengthen investigations against extortion networks affecting strategic sectors like agriculture.
The arrest announced by García Harfuch is presented by the federal government as progress in clarifying the case; however, the judicial process is just beginning and criminal responsibilities are expected to be determined in the coming months.
