Quintana Roo Electoral Institute Dismisses Complaint Against Senator Eugenio Segura

Chetumal, Quintana Roo — The Quintana Roo State Electoral Institute (IEQROO) has dismissed a complaint alleging that Senator Eugenio Segura Vázquez and dozens of media outlets engaged in personalized government propaganda and misuse of public resources, ruling the publications were merely informative.

The IEQROO’s General Council determined the complaint filed by Erick Sánchez Córdoba was inadmissible after reviewing 601 publications. Officials concluded the posts did not show signs of early political positioning or intent to influence the public, but simply disseminated positions on various events.

The council addressed the resolution project for Special Sanction Procedure IEQROO/POS/004/2026, which involved reviewing 582 publications in media outlets and 17 posts by Segura on his social media accounts. Authorities could only locate three individuals responsible for 40 of the denounced pages to give them opportunity to respond.

The IEQROO’s Social Communication Coordination reported it had no knowledge of the media outlets cited in the complaint, as they did not appear in its media directory. However, after requesting information from Meta Platforms, officials identified Fernanda Cerón, Jhonatan Tiburcio, and Hoang Manh Tuyen as responsible parties for some pages.

Authorities identified only the responsible parties for Massive Caller (based in Nuevo León), Campaigns and Elections (based in Puebla), and Pulso Sur from Covadonga Noticias in Chetumal.

Despite reviewing 582 publications referencing Eugenio Segura, the administrative body determined that although the content was similar, it was classified as journalistic information protected by freedom of expression.

The IEQROO also determined that Segura’s publications “are not aimed at positioning his image to generate impact among citizens, as they do not exalt qualities or achievements, but only inform about activities he carries out in his capacity as a public official.”

Additionally, the institute noted that the review of the denounced information did not prove, even implicitly, any intention to seek the governorship candidacy. The electoral process begins in the first week of January 2027, and the publications were made long before the formal start.

In its agreement project, the General Council emphasized that the investigation of the denounced publications found no indications suggesting the official was seeking to position himself prematurely or that his publications had political-electoral purposes.
