Quintana Roo, Mexico — A federal legislative proposal has generated divided opinions among specialists and social media users, with some warning of potential risks of censorship or political persecution, while others endorse the idea of curbing online harassment and aggression proliferating in the digital environment.
A Risk of Censorship
Despite assertions that the initiative is not intended to limit political or social criticism, the proposed framework could potentially inhibit humor, satire, and citizen-led denunciation. Critics argue that members of the ruling Morena party, sensitive to criticism, are seeking to silence critical and well-founded journalism.
Lilia Miss Martínez, the Deputy President of the State Congress's Human Rights Commission, explained that the proposal does not seek to censor political or social criticism but rather to establish clear limits against abuses committed on social networks under the pretext of freedom of expression.
“A distinction must be made between constructive criticism of the performance of public servants and public personal offenses that damage people's integrity and reputation,” she stated.
The Digital Arena: A Space for Abuse
In recent years, digital platforms have become a space where defamation and harassment are disguised as humor, affecting both public figures and ordinary citizens. In this sense, Martínez emphasized the necessity of creating a more robust legal framework that protects freedom of expression, but also human rights and private life.
She added that the prevention of this type of conduct should begin “within the family,” fostering values of respect and responsibility in the use of technology and social networks.
“It is not about criminalizing opinion or legitimate criticism, but about containing expressions that cross the line into aggression or humiliation,” she clarified.
Seeking a Balance
Lilia Miss Martínez considered that the debate on this initiative should focus on finding a balance between freedom of expression and the protection of human dignity, recognizing that new forms of digital communication also require new legal and ethical responsibilities.
