Playa del Carmen, Quintana Roo — “Human rights are not for celebrating, they are for exercising, guaranteeing, and protecting,” stated the Secretary General of the City Council, Luis Herrera Quiam, during the inauguration of the Week for International Human Rights Day, representing Mayor Estefanía Mercado.
With this message, the official reaffirmed the commitment and conviction of the municipal government to strengthen institutional practices that ensure unrestricted respect for the dignity of all people.
Luis Herrera emphasized that for this principle to materialize, institutions have the responsibility to train, update, and transform their practices from within. “A close and modern government is built through continuous training and the willingness to improve every day,” he noted.
During the event, the Secretary General reiterated that for the administration of Estefanía Mercado, gender equality, non-discrimination, and respect for diversity are priorities that guide the design of public policies and citizen services.
Finally, he called on public servants to continue building a municipality where no one is left behind and where every right is a daily reality. “Let us continue working so that Playa del Carmen is a place where dignity is not negotiated.”
The event was coordinated by director Adriana Islas, who recalled that the Universal Declaration of Human Rights, adopted in 1948, marked a historic milestone by recognizing the fundamental freedoms inherent to all people.
She underscored that this date invites a renewal of the institutional commitment to the promotion, protection, and guarantee of these rights without any distinction.
As a special guest, teacher Beatriz Claudia Zavala Pérez, an electoral counselor of the National Electoral Institute (INE), participated. Her extensive and distinguished career in the legal, electoral, and human rights fields was recognized by municipal authorities.
Zavala Pérez holds a bachelor’s and master’s degree in Law from UNAM, with specialized training in constitutional theory, democracy, gender, multiculturalism, procedural law, evidence theory, and administrative sanction law.
During the Week for International Human Rights Day, conferences and analysis sessions will be held on religious freedom, state secularism, diversity of beliefs, non-discrimination, democracy, participation, pluralism, equality, and the principles of the Universal Declaration of Human Rights.
The violations affecting migrants during their transit, stay, and return will also be addressed.
The activities will conclude on Friday with an analysis of the structural inequalities faced by vulnerable groups in exercising their political-electoral rights, as well as an evaluation of the effectiveness of affirmative actions to reduce inequality gaps.
International Human Rights Day represents a strategic opportunity to reinforce institutional training on essential topics for public life and advance toward management based on dignity, justice, and substantive equality.
