Luxury Development ‘Terra’ in Playa del Carmen Shut Down Over Tax Irregularities

Authorities place closure seals on the Terra development in Playa del Carmen

Playa del Carmen, Quintana Roo — State authorities have shut down a luxury residential development in Playa del Carmen after discovering multiple tax violations, adding to existing environmental concerns that had already stalled the project.

The Finance and Planning Secretariat (Sefiplan) placed closure seals on the Terra development at 4th North Street and 20th Avenue after inspectors found the project violated several articles of Quintana Roo’s fiscal code. Officials said the developer failed to provide required documentation during a routine inspection, preventing authorities from verifying the project’s legal and accounting status.

The closure seals bear the message “Closed for acts of omission,” and authorities warned that any attempt to remove or alter them would result in additional criminal or administrative penalties.

This marks the second major setback for the development, which is managed by Grupo Cunín. In September 2025, municipal environmental authorities halted work following citizen complaints about illegal tree clearing at the site.

A Luxury Project on Hold

The Terra development has been marketed as a high-end complex featuring:

  • Residential apartments
  • Business center and gym
  • Exclusive amenities including a bar and outdoor cinema

Despite ambitious marketing on its official website, the construction now faces scrutiny from all three levels of government. The project’s future depends on the developer resolving both the tax irregularities and the environmental issues that have plagued it since last year.
