Elderly Man Accuses Cancún Traffic Officers of Assault and Abuse of Authority

Ezequiel Segovia, director of Municipal Transit in Cancún, speaking about the investigation

Cancún, Quintana Roo — An 82-year-old man has filed a formal complaint alleging assault and abuse of authority by two Municipal Transit officers in Cancún, prompting an investigation by the city’s Internal Affairs division.

José Juárez submitted his complaint on March 18, 2026, at 3:30 p.m. at the Internal Affairs offices of the Secretariat of Citizen Security and Transit (SSCyT). According to administrative documents, Juárez claims officers attempted to intervene over a vehicle parked in a supposedly prohibited area in the Hotel Zone near Playa Tortugas, which he says is his residence.

In his statement, Juárez alleged the officers pushed him and struck him in his private parts, leading to accusations of abuse of authority and injuries. He identified one officer only as “Cetina” and could not provide the name of the second officer involved.

Municipal Transit Director Ezequiel Segovia confirmed the case has been referred to Internal Affairs for investigation and that the initial fine has been canceled. However, Segovia noted that according to regulations, the vehicle was improperly parked on the sidewalk, warranting its removal, particularly in the Hotel Zone where parking rules are stricter.

“He told me the officers had pushed him and so on; if they are responsible we will proceed as the law requires, but the officers remain active,” Segovia stated.

Official sources reported that Internal Affairs has opened 44 cases against SSCyT personnel so far this year, with 29 involving Municipal Transit officers and 15 involving preventive police officers—nearly double previous figures.

The complaint was received by Internal Affairs Director Ricardo Emmanuel Zamora Patiño, with department personnel serving as witnesses to the proceedings.

Juárez’s case adds to ongoing investigations amid citizen complaints about alleged abuses during traffic operations, particularly in high-traffic tourist areas. The elderly man is demanding accountability and sanctions against the officers involved.
