Cozumel, Quintana Roo — The General Directorate of Environmental Impact and Risk (Dgira) has opened a public consultation for the “Belem Pier” project, which will be located on the southwest coast of the municipality of Cozumel.
The “General Directorate of Environmental Impact and Risk has determined to make available to the public the Environmental Impact Statement in regional modality for the project in the state of Quintana Roo, during the period from December 9, 2025 to January 22, 2026, so that any interested party may propose the establishment of additional prevention and mitigation measures, as well as observations they consider pertinent, in accordance with the provisions of Article 34, Section IV of the General Law of Ecological Balance and Environmental Protection and Article 41, Section III of the Regulations on environmental impact assessment,” states the call made to citizens.
The project is in an area with constant activity of private and tourist vessels, due to the offer of diving and snorkeling tours, as well as the presence of beach clubs frequented by visitors. Given this notable transit of vessels, adequate infrastructure is necessary to facilitate the boarding and disembarkation of users, whether private individuals or tourists arriving at the beach.
“The development of this project aims to strengthen docking services in the area, by enabling a safe and functional maritime access point, which contributes to the organization of vessel operations in the beach area,” specify the promoters.
The project consists of the preparation, construction, operation, and maintenance of a rustic pier, in the shape of a “T,” for the docking of small vessels and as a pedestrian walkway. The proposed pier will be a structure of simple materials (wooden pilings and wooden structure on the deck or walkway) to facilitate, as already mentioned, the boarding and disembarking of people, and for temporary shelter of smaller vessels.
Upon consulting the study, the document specifies that the pier will consist of a main walkway 82.30 meters long and a transverse walkway 30.30 meters long, both with a uniform width of 4.00 meters.
Likewise, the structure will be supported by 90 wooden pilings of zapote or similar hardwood, with an approximate diameter of 30 centimeters and spacing between pilings ranging from 2.50 to 3.00 meters, depending on site conditions. The walkways will be constructed from beams and planks of treated hardwood, which will provide structural strength and durability against marine conditions.
