New Mobility Model Replaces Municipal Traffic Police
Cancún will become the first municipality in Quintana Roo where the Municipal Traffic Police will be disbanded to make way for a system of traffic cameras operated directly by the State Government, as part of the new mobility model known as MOBI. The measure was confirmed by the director of the Quintana Roo Institute of Mobility (Imoveqroo), Rafael Hernández Kotasek, who revealed some details of the project, which has so far been handled with great discretion.
Shift to Technological Enforcement
According to the official, the system will replace municipal Traffic Police officers with mobility agents, road safety culture agents, and speed control agents, who will no longer have the authority to issue fines to drivers directly. Penalties will be applied exclusively through radars and technological devices installed at strategic points in Cancún.
“We will set up a radar system in Benito Juárez,” Hernández Kotasek announced. He explained that the goal is for the new agents to focus on maintaining traffic order, protecting pedestrians and cyclists, and promoting a culture of respect on the roads, leaving behind the traditional model that, he claimed, has been criticized for high levels of corruption.
Addressing Corruption and Revenue Transfer
As previously documented, the elimination of Traffic Police units responds to the need to curb improper practices that have affected drivers for years. However, this transition means that municipalities must cede to the State Government the revenue generated by fines, a point that has not been well received by all mayors.
Pilot Program and Public Reaction
The pilot program will be implemented first in Cancún, with subsequent evaluation for possible expansion to other municipalities. Nevertheless, public reaction could be decisive, especially due to fears of abuse in the use of traffic cameras, a topic that generates debate in other states across the country.
Despite its relevance, the MOBI project has been managed almost as a “state secret.” It is expected that in the coming days, Governor Mara Lezama will present the legal reform initiatives that will support the new mobility scheme in Quintana Roo.
