In Southeast Mexico, 44% of Protected Natural Areas (PNA) permit fishing within certain sub-zones. The National Commission for Protected Natural Areas (Conanp) manages these reserves, with 36 PNAs under its purview in the Yucatan Peninsula and Mexican Caribbean region. Out of these, eleven do not allow fishing either within their boundaries or in their buffer zones. Five others do not provide specific details about fishing activities.
In 2012, the establishment of eight fishing refuge zones in Bahía de Espíritu Santo was officially recognized. These zones fall within the jurisdiction of a local cooperative. The aim of this initiative is to allow for the regeneration of fish populations by imposing fishing restrictions in specific areas. These zones were put in place at the request of the cooperative and have been renewed every five years, with the current term lasting until 2027.
However, the fishermen argue that they have been left to oversee the care of these refuges without sufficient support from the authorities.
