Quintana Roo, Mexico — Between October 2022 and June 2025, the state of Quintana Roo has recorded a total of 120 kidnappings, according to the latest 2025 National Kidnapping Report published by the civil organization Alto al Secuestro. This figure contrasts sharply with federal government data, which reports no cases in the first half of this year.

June 2025: Low Incidence but Persistent Trend

In June, two kidnappings were documented in the state, bringing the year-to-date total to 24. While Quintana Roo does not rank among the states with the highest number of cases for the month, the cumulative figures highlight an ongoing issue.

Monthly kidnapping statistics for 2025 are as follows:

  • January: 3
  • February: 2
  • March: 4
  • April: 7
  • May: 6
  • June: 2

Evolution of Kidnappings Under Current Federal Government

Alto al Secuestro’s report provides the following annual breakdown of kidnappings in Quintana Roo during the current administration:

  • October to December 2022: 8 cases
  • 2023: 33 cases
  • 2024: 55 cases
  • January to June 2025: 24 cases

Official Data vs. Civil Society Reports: A Concerning Discrepancy

The Executive Secretariat of the National Public Security System (SESNSP) contradicts Alto al Secuestro’s findings, reporting zero kidnappings in Quintana Roo during the first six months of 2025. This discrepancy arises because the SESNSP only considers data provided by state prosecutors, while Alto al Secuestro incorporates reports from the Attorney General’s Office (FGR) and media outlets, offering a broader but divergent perspective.

Nationally, 116 kidnappings were recorded in June alone, broken down as follows:

  • 34 reported by state prosecutors
  • 78 reported by media outlets
  • 4 reported by the FGR

Comparative National Analysis: Sheinbaum’s Administration Surpasses Predecessors

A comparative analysis of the first nine months of the last three presidential administrations reveals that Claudia Sheinbaum’s term has seen the highest kidnapping rates:

  • Claudia Sheinbaum (October 2024 – June 2025): 1,663 cases
  • Andrés Manuel López Obrador (December 2018 – August 2019): 1,533 cases
  • Enrique Peña Nieto (December 2012 – August 2013): 1,853 cases

Institutional Weakness Exposed by Data Disparities

The inconsistency between official statistics and those compiled by civil organizations raises concerns about transparency and the effectiveness of authorities in addressing kidnapping. While Quintana Roo is not among the most violent states, the gap between official and citizen-reported data underscores systemic flaws in crime tracking and institutional response.
