The incident, which violated Mexico’s NOM-029-Pesc-2006 regulation prohibiting the capture of protected species such as rays and sharks since 2006, was captured in a video shared on social media.
Authorities Unaware of Incident, Lack of Oversight Criticized
Representatives from the Secretary of the Environment stated they had no prior reports of the incident and were uncertain whether investigations or preventive measures would be taken to deter future illegal activities by tourists or locals. The lack of oversight has raised concerns among citizens about the protection of endangered species and ecosystems in Quintana Roo.
In the video, the tourists are seen using fishing rods to pull the manta ray from the water, while other visitors in nearby boats observe the scene. Local residents have demanded that authorities take immediate action and penalize those responsible for environmental harm.


Broader Pattern of Environmental Violations
This is not an isolated case in Quintana Roo. Similar incidents involving foreign tourists damaging local wildlife and ecosystems have been reported in other municipalities, often without legal consequences. When questioned, environmental officials in Playa del Carmen claimed no knowledge of the event, highlighting gaps in surveillance of protected species and habitats.
At the time of publication, relevant authorities had been notified and were conducting investigations to identify those involved.
