Human Trafficking Kingpin Captured in Sonora Operation

A man sought by six countries for his involvement in child pornography and human trafficking has been arrested in Sonora. Identified as Víctor Noé N., he was located in San Luis Río Colorado following a joint effort by the Quintana Roo Attorney General and various national and international agencies.

The alarm was raised by the United States National Security Investigations Attaché following a complaint from an 8-year-old girl. The girl had been contacted by the suspect via a gaming app, where he pretended to be a child and asked for explicit material. This method of exploitation is commonly referred to as grooming. Further investigation into the case revealed that Víctor Noé had eight reports filed against him by the National Center for Missing and Exploited Children in the United States for allegedly inciting, receiving, and sharing child sexual abuse material.

To date, 14 victims have been identified, spanning multiple countries. Two victims are from Mexico, seven from Spain, two from Argentina, and one each from Colombia, Venezuela, and the United States. After his arrest, Víctor Noé was transported to Quintana Roo by Investigation Police agents. Following a medical evaluation, he was presented to the relevant authorities and subsequently incarcerated in the Social Reintegration Center (Cereso) of Benito Juárez.
