Mexico City, Mexico — The Ministry of Health announced that, effective January 1, 2026, Dr. Victor Hugo Borja Aburto has assumed leadership of the Federal Commission for the Protection against Sanitary Risks (Cofepris), replacing Dr. Armida Zúñiga Estrada.
Through an informational card, the federal agency recognized and thanked the work carried out by Zúñiga Estrada at the helm of the organization, highlighting her leadership, institutional commitment, and actions undertaken to strengthen the technical, operational, and regulatory capacities of Cofepris, as well as her contribution to consolidating a modern and reliable health authority.

Specialist in Epidemiology and Health Risk Assessment
Dr. Victor Hugo Borja Aburto is a surgeon, graduated from the Metropolitan Autonomous University (UAM). He holds master’s degrees in Public Health and Science in Epidemiology from the National Institute of Public Health, as well as a doctorate in Epidemiology from the University of North Carolina at Chapel Hill.
He is recognized nationally and internationally for his contributions in epidemiology, environmental health, and health risk assessment, key areas for the regulatory function of the agency.
Experience in Strategic Health Sector Institutions
Throughout his professional career, Borja Aburto has held strategic responsibilities in key health sector institutions. At the Ministry of Health, he was founding director of the National Center for Environmental Health and director of Risk Analysis.
At the Mexican Social Security Institute (IMSS), he headed coordination and normative units in areas such as Occupational Health, Epidemiological Surveillance, Public Health, Medical Benefits, and Primary Care, from where he promoted the strengthening of preventive programs, the improvement of epidemiological information systems, and evidence-based decision-making.
Continuity and Strengthening of Health Regulation
The Ministry of Health emphasized that the solid training, technical experience, and management capacity of the new head represent an ideal profile to continue strengthening the regulatory work of Cofepris, with emphasis on protecting the health of the population, transparency, and continuous improvement of regulatory processes.
Likewise, it reiterated its commitment to guarantee an orderly transition and give continuity to the work oriented towards protection against sanitary risks for the benefit of the population.
