New Quintana Roo vehicle fines exceed 5,600 pesos

CHETUMAL, QR. Vehicle owners who fail to comply with the new procedure in the State Taxpayer Registry (REC) for license plate exchange may be subject to fines exceeding five thousand six hundred pesos, according to a decree published by the Quintana Roo Tax Administration Service (SATQ).

The new legal provision was published in the State Official Gazette on December 29 and will take effect starting in 2026. Registration with the State Taxpayer Registry will be an indispensable requirement for any vehicle procedure, such as licensing, license plate exchange, issuance of circulation cards, or change of ownership.

The mandatory nature was established in Section II, Article 28, of the Agreement issuing the general provisions for registration, habilitation, and updating of the State Taxpayer Registry, as well as the requirements for procedures and services in the State Vehicle Registry.

The State Taxpayer Registry appears as a new additional requirement to those previously fulfilled by vehicle owners in procedures conducted in previous years.

List of Requirements for the State Taxpayer Registry

  • Official identification of the owner
  • Document proving legal ownership of the vehicle
  • Current proof of address
  • Possession of a valid REC issued by the SATQ
  • Valid Tax Status Certificate (CSF)
  • Physical presentation of the vehicle

If it is not the owner who goes to carry out the procedure, the legal representative must be accredited before the General Directorate of Collection or its collection offices.

The agreement establishes that, if registration is not completed, owners may be sanctioned with fines of 10 to 50 Units of Measurement and Update (UMA), which amounts to sums ranging from one thousand one hundred thirty-one to five thousand six hundred fifty-seven pesos.

Because it is a new requirement, vehicle owners will be allowed to complete the procedure before the REC only with the Unique Population Registry Code (CURP) during the first semester of the year; however, they will have until July 1, 2026, to present and attach the Tax Status Certificate.

This new procedure has generated dissatisfaction among the population, since starting January 1, the 2026 License Plate Exchange Program begins. Citizens point out that it represents more bureaucracy and that, in addition, the site for registration in the REC is not yet available.

Vehicle owners will have from January 2 to March 31, 2026, to complete the license plate exchange procedure and renewal of the circulation card. Regarding the vehicle tax, only those who are not up to date with their documents or do not complete the corresponding procedure within the established period will have to pay it.
