Tulum Prioritizes Planning Instruments with Sustainable Development Models and Long-Term Vision
Tulum, Mexico — The municipality of Tulum is advancing in the development of key territorial planning instruments to guarantee orderly, sustainable growth with legal backing through coordinated work among the three levels of government on the Urban Development Program for the Tulum Population Center (PDUcp) and the Local Ecological Zoning Program (POEL).
In recent days, an interinstitutional coordination and collaboration meeting was held remotely within the framework of these processes, which was led by municipal president Diego Castañón Trejo.
Representatives from the Federal Government participated in the meeting through the Ministry of Environment and Natural Resources (SEMARNAT) and the Ministry of Agrarian, Territorial and Urban Development (SEDATU); from the State Government through the Ministry of Ecology and Environment (SEMA) and the Ministry of Sustainable Territorial Urban Development (SEDETUS); as well as the technical team of the Tulum City Council and the consultants responsible for developing both instruments.
During the session, the importance of the PDUcp and POEL as fundamental tools to guide the urban and environmental development of the municipality was highlighted, guaranteeing growth with order, sustainability, and legal certainty, in strict adherence to current legal and planning frameworks.
Likewise, it was emphasized that interinstitutional coordination is indispensable to ensure proper development, regulatory alignment, and subsequent implementation of these programs, considering the accelerated urban growth that Tulum faces and the need to protect its natural environment.
In particular, it was emphasized that the POEL is currently in its strategic stage, corresponding to the definition of Environmental Management Units (UGA), which establish criteria and guidelines for the use and exploitation of the territory. In this context, it was noted that the PDUcp must be binding and compatible with the POEL, guaranteeing coherence between both instruments, which is why there is the intention to develop them jointly and coordinated from this phase.
Finally, it was highlighted that the development of the PDUcp and POEL is carried out under a governance approach, promoting participation, collaboration, and co-responsibility among the different levels of government and sectors involved, with the purpose that the strategies respond to the real needs of the territory and contribute to a sustainable development model for Tulum.
The municipal government reiterated its commitment to continue promoting spaces for dialogue and joint work, as a basis for adequate territorial planning and balanced development with a long-term vision for the municipality.
