Mexico City — Senator Cynthia López of the ruling Morena party has proposed stripping visas or residency from foreigners who commit acts of discrimination against Mexicans. The initiative follows a high-profile incident involving Ximena “N,” an Argentine national dubbed “Lady Racista” after she verbally assaulted a Mexico City traffic officer.
Legislative Response to Discrimination
López stated that cases like Ximena’s cannot be repeated. “Mexicans deserve respect, especially in our own country,” she declared. The senator confirmed she has already introduced a bill to amend Article 83 of Mexico’s General Law to Prevent and Eliminate Discrimination. The proposal would require the National Council to Prevent Discrimination (Conapred) to notify the National Migration Institute (INM) when a foreigner engages in discriminatory behavior.
Additionally, the initiative seeks to reform Article 64 of the Migration Law, allowing for the cancellation of visas, temporary residency, or permanent residency for offenders. López emphasized this measure in a video shared on her social media, asserting, “No one will come here to shout at us or discriminate against us—this is our country.”
The Incident That Sparked Outrage
The controversy began on July 3 in Mexico City’s Hipódromo-Condesa neighborhood, where Ximena “N” and her minor son allegedly insulted a traffic officer who attempted to issue a citation for unpaid parking. A video of the altercation went viral, igniting widespread debate.
By July 7, Mexico City authorities confirmed the officer had filed a complaint with the local Attorney General’s Office (FGJ-CDMX) and Conapred. Mayor Clara Brugada condemned the incident and announced a strategy to combat racism.
Ximena “N” faced further backlash after a second video surfaced on July 9, showing her berating a security guard at her condominium for allegedly refusing to open the gate. Following the clip’s circulation, she issued a public apology via statement. In an interview, she claimed the traffic officer had “started insulting her first,” provoking her son’s reaction.
Ongoing Investigations
Authorities are investigating both incidents to determine potential legal consequences. The case has intensified calls for stronger measures against discrimination, with López’s proposal gaining traction amid public outrage.
