Quintana Roo Real Estate Scam: Notary Implicated

Chetumal, Quintana Roo — A real estate fraud network operating in southern Quintana Roo has been exposed by one of its victims. Juan Cortés Torres, a resident of Mexico City, publicly denounced a fraudulent transaction in which he was scammed out of four million pesos for the purchase of two plots of land near the town of Calderitas.

Fraudulent Transaction Details

The properties in question are located between kilometers 4.0 and 4.5 of the Calderitas-Oxtankah highway. Cortés Torres stated that the alleged fraudsters involved in the scheme include Emmanuel Zarzosa, Leonardo Álvarez Camposano, and Jesús Lagos Olivera.

The victim explained that shortly after beginning work on the land—purchased through a transaction finalized at Notary Public 109, operated by local attorney Manuel Chejín Pulido—individuals claiming rightful ownership of the property appeared. Cortés Torres was subsequently forced off the land, losing not only his initial investment but also funds spent on clearing the property and constructing a perimeter fence.

Cortés Torres emphasized that he proceeded with the purchase after reviewing documents bearing seals from the Secretariat of Agrarian, Territorial, and Urban Development (Sedatu), which he believed provided legal assurance. Following the fraud, he sought legal assistance and filed a formal complaint with the Quintana Roo State Attorney General’s Office in 2023. An additional supplement to the investigation was submitted in September of last year, but both filings remain unresolved.

Organized Fraud Network

According to attorney Jesús Contreras, the alleged perpetrators form an organization led by Leonardo Álvarez Campusano and including brothers Emanuel and Eduardo Zarzosa, dedicated to the illegal sale of land across Quintana Roo. The operation reportedly involved falsified Sedatu documents, with possible collusion from Notary Public 109 in Chetumal.

The case highlights growing concerns over real estate fraud in the region, with authorities yet to take decisive action despite formal complaints.
