Chetumal — The Eighteenth Legislature of the State of Quintana Roo has forwarded an initiative for committee review that proposes reforms and additions to the Law on the Rights of Girls, Boys, and Adolescents of the State of Quintana Roo concerning the fight against sexual tourism, with the aim of protecting children and adolescents.
The initiative, presented by Deputy Hugo Alday Nieto during ordinary session number 23, proposes that every person, host, and/or provider of lodging services be obligated to validate the affiliation or kinship between an adult and the minor or minors accompanying them. In the event that this validation cannot be made, they must immediately notify the Office of the Attorney for the Protection of Girls, Boys, Adolescents and the Family, as well as the Vice Prosecutor's Office for Specialized Investigation into Human Trafficking Crimes.
During the same session, two citizen initiatives were read in accordance with the Citizen Participation Law. One proposes additions to the Law on Human Settlements, Territorial Planning, and Urban Development of the State of Quintana Roo, and the other proposes additions and reforms to the Law on Human Settlements, Territorial Planning, and Urban Development of the State of Quintana Roo, the Law on Urban Planning Actions of the State of Quintana Roo, and the Penal Code of the State of Quintana Roo.
The initiatives aim to ensure that, prior to the approval of urban planning instruments, mobility plans and mobility criteria for assigned land uses are considered. They also propose recognizing the importance and consequences of crimes against urban development, specifying the omissions and actions that should be included as crimes due to the impact they have on the urban development and environment of Quintana Roo's residents.
