Chetumal, Quintana Roo — Environmental authorities in Quintana Roo have intensified surveillance operations to catch dump trucks and other vehicles illegally disposing of construction waste in green areas, irregular lots, and unauthorized sites, a practice causing significant environmental and public health damage.
The sustained growth of real estate and public works activity in the state has led to large volumes of construction debris, primarily rubble, requiring proper management and final disposal. However, a portion of this waste ends up being dumped illegally on city outskirts, rural roads, jungle areas, and bodies of water, causing soil contamination, landscape damage, and risks to wildlife.
Environmental Impact
Alonso Fernández Lemmen Meyer, the head of the Environmental Protection Office (PPA), reported that in 2025, authorities opened approximately 50 investigation files after catching vehicles red-handed dumping rubble in prohibited locations, following inspection tours and citizen complaints. He clarified that while the operations have partially contained the problem, the illegal disposal of construction waste persists and remains one of the primary environmental violations in urban and rapidly growing areas.
Coordinated Actions
The prosecutor emphasized that the PPA maintains coordinated actions with municipal and state authorities to locate authorized final disposal sites and to sanction those who violate current environmental regulations.
He also urged construction companies, transporters, and the general public to contact the Secretariat of Ecology and Environment (SEMA) or the PPA to learn about permitted sites for rubble disposal, to avoid fines, closures, and potential legal liabilities.
