Chetumal, Quintana Roo — Complaints and dissatisfaction have been generated by the requirement that citizens wishing to exchange license plates and comply with vehicle registration must be enrolled in the new State Taxpayer Registry (REC), and to do so, they are required to have their SAT certificate specifying their updated tax status, which has caused delays in the process.

However, the Government of Quintana Roo has now determined that with the aim of streamlining procedures, everyone will be able to join the REC solely with their CURP and without having to present their RFC or the Tax Administration System certificate, assuring that there will be no penalties for those who do not submit this federal tax documentation.

“It can be done with only the CURP, we will print the certificate ourselves, and those who do not even have their CURP, which we can also provide immediately, and cannot access their certificate, we will still give them their license plates; no one will be left without this procedure, nor will they have any problem in six months because we will be able to renew the CURP directly at the civil registry, there will be no fine, the tax certificate is no longer required, it is no longer a necessary requirement, it is no longer an indispensable requirement.”

It was clarified that citizens who do not have their CURP will have the alternative of going directly to the SATQ offices to complete the procedure and receive their license plates, and then go to the Civil Registry to obtain their key and have their REC registration certificate issued.

The official responsible for the internal policy of the state administration mentioned that at the collection modules, modules will be set up to help with registration and obtaining the CURP in case they do not have it, and it can be integrated into the taxpayer’s file.

It was emphasized that although the RFC is used for billing and tax verification purposes when a payment is made, it is not an additional requirement to condition access to the procedure, but rather it is only an internal administrative mechanism.

“What happens is that the payment is linked to a taxpayer, for a long time, our certification obliges us that any payment has to be linked to a person and that person is taking money from their pocket, and we have to invoice that payment, for that you need the RFC, it is not a matter of one more requirement, it is a matter of verification and that said payment is linked to only one person.”

It was added that in this way, a real problem that caused delays and much anger is effectively addressed, simplifying the process and providing support to the citizen, who is always at the center of public policy.
