Quintana Roo 2026 Tax Breaks for Homebuyers and Seniors

Chetumal, Quintana Roo — The Government of the State of Quintana Roo, through the Secretariat of Finance and Planning (Sefiplan), announced that during 2026 it will grant “tax incentives” to Quintana Roo residents, according to what was published in the State Official Gazette, in Volume III, Number 250 extraordinary, Tenth Era.

In the Public Registry of Property and Commerce and the General Directorate of Notaries, the incentives are for the Mortgage Credit Programs.

“A tax incentive is granted on the amount to be paid by Quintana Roo residents for acts carried out for the acquisition of housing and/or cancellation of a mortgage, whose value does not exceed $800,000.00 (Eight hundred thousand pesos, 00/100, M.N.). For island areas (Holbox, Cozumel, and Isla Mujeres) the value of the housing will be up to $1,100,000.00 (One million one hundred thousand pesos, 00/100 M.N.) in accordance with the provisions of Article 29 sections I, III and XIII of the Law of Duties of the State of Quintana Roo.”

Beneficiaries of this 100 percent incentive will be persons belonging to the institutions: Housing Fund of the Institute of Security and Social Services for State Workers (Fovissste); Mexican Social Security Institute (IMSS); Credit Funds of the Unions of the Mexican Social Security Institute (IMSS); Bank Housing Operation and Financing Fund (FOVI); Trust of the National Fund for Electrical Workers (FHSSTE); National Bank of Public Works and Services (Banobras); Social Security Institute for the Armed Forces (ISSFAM); Infonavit; Federal Mortgage Society (SHF); National Bank of the Army, Air Force and Navy (Banjercito); Telephones of Mexico (Telmex); Federal Electricity Commission (CFE); Sugar Workers, and Mexican Petroleum (Pemex).

The publication specifies that, within the Regularization and Legal Certainty Program, the general population will have a 40% tax incentive on the amount to be paid, derived from acts related to the registration of housing deeds or housing lots whose value does not exceed 800 thousand pesos; for island areas such as Holbox, Cozumel, and Isla Mujeres, the value of the housing will be up to 1 million 100 thousand pesos.

OTHER INCENTIVES

Likewise, an 80% tax incentive is granted on registration fees in favor of persons under 29 years of age who acquire their first social, economic, or traditional housing, provided it is intended for residential use, and it is their first home, which must be accredited with the Certificate of Non-Ownership.

“A 100% discount tax incentive is granted on the fees corresponding to the registration of holographic wills when the petitioner is an elderly person over 65 years of age or a person with a recognized disability,” the Government reports.

To obtain the tax benefits, interested parties must submit a written application to the Secretariat, through the Quintana Roo Tax Administration System (SATQ), attaching the following documentation: Official Identification; Proof of Address; Document to be registered; Cadastral certificate, and Payment Form, generated on the SATQ website link.

There will also be 100 percent discounts for individuals in vulnerable situations, on the amount to be paid, derived from acts related to the regularization and legal certainty of the properties they possess and whose deed processing is carried out through the National Institute of Sustainable Soils (INSUS); as well as procedures before the Secretariat of Agrarian, Territorial and Urban Development (Sedatu).

Persons who carry out procedures before the Strategic Projects Agency (Agepro) will have a 100% tax incentive on the amount to be paid for the request for analysis and qualification of documents containing registrable acts, for each act or legal transaction for which a qualification must be issued within each registration file to which the presented document refers; and on the payment of fees for the issuance of the Viability Report in matters of urban planning actions.

There will be a 90% tax incentive for notaries public on the amount to be paid derived from the constitution of civil organizations whose purpose is to promote social development activities carried out by civil organizations for the benefit of the state, under the provisions of Articles 2, 3 and other relevant sections of the Law for the Promotion of Activities carried out by Civil Organizations for the State of Quintana Roo.
