Quintana Roo Joins National Security Plan Under Lezama

Cancún, Quintana Roo — The government of Quintana Roo and its 11 municipalities have aligned the state’s public security agenda with the National Public Security Strategy 2024–2030, approved by Mexico’s Senate. The integration of national indicators into the state’s framework was formalized during the Second Extraordinary Session of the State Council for Citizen Security, chaired by Governor Mara Lezama Espinosa.

Unified Strategy for Public Safety

Governor Lezama presented the National Security Strategy to each of the 11 municipal presidents, emphasizing Quintana Roo’s full coordination with the federal plan designed under President Claudia Sheinbaum Pardo’s administration.

“We are aligned and working in absolute coordination with the National Public Security Strategy 2024–2030,” Lezama stated. “This effort is carried out alongside our Armed Forces, the National Guard, the Attorney General’s Office, the Judiciary, municipal governments, and the Federal Secretariat of Security and Citizen Protection, led decisively by Secretary Omar García Harfuch. Our communication and collaboration with them are constant and unwavering.”

Key Components of the Plan

Following the session, Secretary of State Citizen Security Julio César Gómez Torres outlined the decree approving the National Public Security Strategy. Cristina Torres Gómez, Secretary of Government, announced the agreement to incorporate the strategy’s metrics into the state and municipal security agenda for 2024–2027.

Governor Lezama highlighted the state’s commitment to the four strategic pillars of the national plan:

  1. Addressing root causes of crime
  2. Strengthening the National Guard
  3. Enhancing intelligence and investigative capabilities
  4. Ensuring full coordination with the Security Cabinet

“Security cannot be decreed from above; it must be built from the ground up with community involvement,” Lezama said. “There is no room for isolated efforts. Every day, without fail, we meet with the Security Cabinet and regional task forces to review data, adjust strategies, and evaluate actions.”

Reinforcing a Humanist Approach

Lezama reaffirmed her administration’s commitment to security as a transformative social initiative, not merely a containment measure. “This government, guided by humanist and feminist principles, upholds an unwavering dedication to security as a profound act of social change,” she declared.

  • Adrián Martínez Ortega, Executive Secretary of the State Citizen Security System

  • General Fidel Mondragón Rivero, Commander of the 34th Military Zone
  • Heyden José Cebada Rivas, President of the Superior Court of Justice and Judiciary Council
  • José Luis Martínez Rojas, Quintana Roo State Coordinator of the National Guard

The meeting underscored a unified approach to security, blending federal directives with localized enforcement to safeguard Quintana Roo’s communities.
