Cancún Public Transport Shift to State Control

Cancún, Quintana Roo — The state government will assume total control of public transportation in Cancún and Quintana Roo, taking over responsibilities such as setting fares and issuing new concessions.

The measure was communicated to the councilors of the Benito Juárez Municipality by Rafael Hernández Kotasek, director of the Quintana Roo State Institute of Mobility (IMOVEQROO).

State to Control Public Transport; Municipality to Manage Bicycles

The change is part of a process to align with the General Law on Mobility and Road Safety and establishes a clear division of responsibilities between government levels.

Councilor Samuel Mollinedo Portilla, president of the Urban Development and Mobility Commission, explained that with this arrangement, control of transportation modes would be as follows:

  • “Macromobility,” meaning public transportation with concessions, will be handled by the state government; and
  • “Micromobility,” for example, bicycles, skates, and other individual systems, will be managed by the municipality.

“The municipality takes on micromobility and the State takes on macromobility. This is not a model being implemented for the first time in Mexico; we have seen it in Jalisco, Nuevo León, Yucatán, and Mexico City, and it is the direction we must take to truly change mobility,” stated Mollinedo Portilla.

The councilor indicated that after receiving a detailed explanation from the director of IMOVEQROO, only the approval of reforms to the Quintana Roo Constitution and the state Mobility Law remains.

It is expected that the Quintana Roo Congress will discuss and approve these reforms in the coming days, allowing the state government to formally assume control of municipal public transportation.
