Playa del Carmen, Quintana Roo – The municipality of Solidaridad will begin the first quarter of 2026 with a fiscal stimulus program aimed at incentivizing advance payment of property tax. Mayor Estefanía Mercado, together with the City Council, has approved measures to strengthen the local economy and citizens’ property certainty.

The 2026 Discounts and Fiscal Stimuli Program, which seeks to promote regularization and fiscal order, will offer significant discounts during January and February. According to municipal treasurer Javier Regalado, the initiative aims to strengthen the contributory culture and economic stability of the local government.

The discounts will apply as follows for those who make the total payment of the fiscal year in a single installment:

  • 25% discount: From January 1 to 15.
  • 15% discount: From January 16 to 31.
  • 10% discount: From February 1 to 28.

Regalado clarified that these benefits are exclusive to taxpayers registered in the municipality and are not cumulative with other current stimuli.

Additionally, the administration has arranged a 50% discount for vulnerable sectors, including elderly persons, persons with disabilities, retirees, pensioners, and those with an INAPAM credential. This special benefit will be valid from January 1 to June 30, 2026, applying to a single residential property that serves as the beneficiary’s domicile, provided its cadastral value does not exceed 25,000 daily UMAs.

For those taxpayers with previous property tax debts, a discount scheme on accumulated surcharges will be implemented, valid from January 1 to February 28, 2026:

  • 100% discount on surcharges generated between 2023 and 2025.
  • 75% discount on surcharges corresponding to the 2020–2022 period.
  • 50% discount on surcharges from 2019 and previous fiscal years.

The implementation of these programs has generated long lines at the Municipal Treasury offices, where agile and efficient service is ensured. The administration of Estefanía Mercado seeks to convert this liquidity injection into lasting financial stability for Playa del Carmen.
