130 Unregulated Rehab Centers Found in Quintana Roo

Quintana Roo, Mexico — At least 130 unregulated rehabilitation centers, known locally as "anexos," are currently operating without government oversight in Quintana Roo, according to state officials. Only 33 such facilities are under supervision and collaborating with state authorities.

Authorities Consider Verification Operations

Francisco Bonneta, the state’s Commissioner Against Addictions, confirmed that officials are reviewing potential verification operations in coordination with the Quintana Roo Attorney General’s Office (FGE) to assess the operations of these centers.

So far in 2025, the FGE has received three formal complaints regarding these facilities. Bonneta emphasized that investigations can only proceed when a formal complaint is filed.

Efforts Toward Professionalization

Of the known centers, 33 are currently undergoing a professionalization process with state guidance to implement regulatory standards. Authorities are also urging municipalities to establish public policies—similar to those for Civil Protection—to issue operating licenses for such facilities. This measure aims to create an official registry of rehabilitation centers.

National Context and Misuse of AA Branding

Nationally, only 8% to 10% of rehabilitation centers are officially recognized by authorities and provide specialized therapies as advertised. The National Commission on Mental Health and Addictions (Conasma) reported that, as of 2024, Mexico had only 193 certified rehabilitation centers—none of which are located in Quintana Roo.

Many unregulated centers falsely use the Alcoholics Anonymous (AA) logo in their promotions. However, AA’s Central Mexican branch has clarified that it does not operate any rehabilitation centers, charge fees, or conduct overnight sessions—practices common among unauthorized facilities.

Pricing and Promotions

Over 20 rehabilitation centers, private clinics, and "anexos" are advertised on social media. While some offer free services, most charge fees ranging from 600 to 2,500 pesos for a six-month program. Private clinics can cost up to 250,000 pesos.

Authorities continue to monitor the situation as they work toward greater regulation of addiction treatment facilities in the state.
