Tulum, Mexico — In response to a decline in tourism in Tulum, Quintana Roo, attributed primarily to high prices and the closure of public beach access points, the Government of Mexico has announced the activation of free access to Parque del Jaguar and the hotel zone. This initiative is part of a comprehensive strategy for the destination's recovery.

The Secretary of Tourism, Josefina Rodríguez Zamora, reported that a coordination table has been established, integrating 15 federal agencies, the state government, and the municipal government, with the purpose of developing a broad action plan to organize and reposition Tulum. In total, she said, 128 priority actions have been established, ranging from price regulation to the updating of urban and environmental programs.

Rodríguez Zamora explained that, despite the recent decline, Tulum received up to October 1,348,901 tourists, while the airport reported a 9.4 percent increase in passenger traffic compared to the same period in 2024. The current hotel occupancy rate is 75.8 percent, a figure that, she said, responds to the start of the high season, which every year boosts tourism activity between November and April.

The comprehensive plan for "Tulum Renace" is based on four priority axes:

Regulation and Organization of Tourist Activities

  • Constant monitoring of prices: "who is who."
  • Development of regulations for the sustainable use and management of beaches.
  • Responsible urban and environmental management.
  • Updating of urban development programs.
  • Implementation of an ecological land-use plan.

Tourism Development and Promotion

  • Creation of the "Tulum Renace" campaign: safer, fairer, and more sustainable.
  • Promotion of regional routes and products.
  • Creation of a calendar of tourist and cultural events.

Improvement of Infrastructure and Equipment

  • Construction of a sports and recreational corridor.
  • Opening of public access points to beaches, including those of Parque del Jaguar.

The Secretary announced that the two main access points to Parque del Jaguar—the traditional one and the southern access—which allow entry to the four beaches within the natural area, are now enabled. Visual signage has been installed and the park has been opened for recreational and sports activities 365 days a year, accessible to national and foreign visitors, as well as residents.

Furthermore, for the first time in its history, Tulum has two new public access points in the hotel zone: Playa Conchitas (km 4.5) and Playa del Pueblo (km 5.5). "Both lead to some of the most valued beaches of the destination," she said.

"All of this we achieved in very few days thanks to teamwork. Today we can say that Tulum is being reborn, more just, safer, and more sustainable," stated Rodríguez Zamora.

In a link to the morning press conference, Governor Mara Lezama thanked the President for the support and backing to address the voice of the inhabitants of Tulum. She reaffirmed the free access to the beaches of Quintana Roo.

Lezama highlighted cultural and sporting activities such as the "Air Show" aerial spectacle as part of the Aerospace Fair.
