Quintana Roo, Mexico — Israel Malacón Osuna announced this afternoon that he is leaving his position as director of the Office of Consumer Protection for the Mexican Caribbean Zone, a role he held since the administration of President Andrés Manuel López Obrador. Malacón had previously served in the same capacity in Navojoa, Sonora.
Departure Amid Controversy
In a video posted on his social media accounts, Malacón did not provide specific reasons for his departure but stated that he had given his best effort to advance the office’s mission and maintain close contact with consumers. His announcement comes days after facing criticism for proposing fines of up to 140,000 pesos against restaurants in Tulum that failed to display the weight and volume of food items on their menus. The private sector viewed this measure as an additional burden amid existing federal, state, and municipal tax obligations, likening it to an unofficial "protection fee."
Acknowledging Achievements
Malacón expressed gratitude to his colleagues for their support in protecting consumer rights, citing key accomplishments during his tenure. These included oversight during concerts, environmental emergencies, national programs like Buen Fin, and increased presence during Holy Week at the state’s four international airports.
"Thanks to their dedication, we significantly improved in-person and telephone conciliations," he said. He also noted that the office’s efforts led to increased tax collection, reduced backlogs, and improved transparency systems.
Gratitude to Local Authorities
Malacón extended thanks to Quintana Roo Governor Mara Lezama and her team, stating it was "an honor" to serve alongside them. He also recognized Benito Juárez Municipal President Ana Paty Peralta and Secretary Paul Carrillo de Cáceres, as well as other municipal governments and airport authorities for their collaboration, particularly in establishing consumer protection modules at Cancún and Tulum airports.
The announcement marks the end of Malacón’s leadership at PROFECO Quintana Roo, leaving questions about the future direction of consumer protection enforcement in the region.
