118 Irregular Housing Projects Found in Quintana Roo

Tulum, Quintana Roo — Two new real estate projects began the year under allegations of irregularity after being offered to the public without the basic permits required for their development, reigniting concerns about the sale of housing developments without legal backing in the northern part of the state.

One of the identified developments is Aurea, located in Tulum, which has been promoted and marketed despite lacking essential urban planning documentation for its construction. A similar situation is presented by the San Valentín project, located in the continental zone of Isla Mujeres, which has also been put up for sale without demonstrating formal permits.

Both cases were detected during the first days of January, becoming the first developments with this type of irregularity reported so far in 2026. With their incorporation, the number of real estate projects offered under similar conditions rose to 118.

According to available records, these marketing schemes have generated concern among buyers, as promoters often disappear after selling lots or homes, leaving purchasers with no possibility of recovering their investment, a scenario that could constitute fraudulent practices.

The growth of this phenomenon led to the creation of a public registry in mid-2025, after an increase was detected in the sale of developments that had not processed basic permits before beginning their promotion. The list continues to grow, evidencing a persistent pattern of real estate offerings operating outside regulations.

Environmental defense organizations have warned that this type of project also represents an ecological risk, by allowing works initiated without prior studies to seek regularization afterward, which, they point out, violates the principle of prevention and the right to a healthy environment by not evaluating environmental impacts in advance.
