Eviction operation in Akumal's Tortugas neighborhood

Akumal, Quintana Roo — An eviction carried out on Tuesday afternoon in the Tortugas neighborhood of Akumal has generated discontent among residents after an elderly woman, along with her daughter and grandchildren, was removed from the property she inhabited as part of an operation led by the Quintana Roo State Attorney General’s Office and State Police officers.

According to information gathered at the scene, the procedure was executed by order of Luis Ernesto Gabaurel García, First Instance Criminal Judge of the Tulum Judicial District, under auxiliary case file 68/2025, related to the crime of dispossession. The official document identifies Magdalia Argüelles Montalvo as the alleged victim and Raquel Delgado Arizmendi as the person under investigation.

Disputed Property

The secured property is located at Block 15, Lot 33 of the Tortugas neighborhood. However, residents of the settlement indicated that Raquel Delgado Arizmendi had lived and worked on that property since 2017, the year the neighborhood was founded, where she built her home with her family, claiming not to know the person identified as the victim in the court file.

Local inhabitants stated that these properties were part of lands administered by the defunct Institute of Real Estate Assets of the State Public Administration, an agency that granted occupancy orders to various families. Following its dissolution and the creation of the Strategic Projects Agency, procedures and payments were suspended, although several occupants have valid electricity contracts.

Tension During the Operation

During the eviction, moments of tension were recorded when neighbors attempted to oppose the securing of the property; however, they desisted in the presence of public force. The home was marked with a banner reading “Secured Property,” and the family was removed from the location along with their belongings.

According to the testimony of the affected party, she did not receive prior notification or summons and was unaware of the existence of a formal accusation against her for the crime of dispossession.

As of the close of this information, no judicial or ministerial authority has issued an additional statement on the case. Meanwhile, residents of the Tortugas neighborhood expressed their discontent, considering that the eviction sets a precedent of legal uncertainty for other families settled in the area.

In Akumal, the conflict once again exposes a persistent reality: land tenure remains an unresolved focus of social tension.
