Cozumel Considers Regulating Electric Scooters and Bikes in Traffic Law Update

Cozumel, Quintana Roo — Local officials are reviewing Cozumel’s traffic regulations to include electric scooters and motorized bicycles, aiming to establish clear rules for these increasingly popular modes of transportation.

Lenin Alejandro Mattar Pérez, chair of the Police Prevention and Traffic Commission, announced that authorities have begun examining the municipal traffic code to incorporate vehicles classified as “micromobility” under state law. This category includes electric scooters and bicycles with motors.

Mattar Pérez said he has already held an initial meeting with the police director and the traffic department head to identify which articles of the code need adjustment. The goal is to align local regulations with the state’s mobility law, which already recognizes these vehicles.

“The intention is to guarantee road safety for all public road users,” Mattar Pérez emphasized. “We want to establish regulations that provide protection for drivers, motorcyclists, and those using electric scooters or bicycles.”

He indicated that new measures could include requirements for helmets, lights, and other protective equipment for riders of these vehicles.

The councilor added that electric bicycles must also be included in the regulations since they operate similarly to scooters. He suggested possible collaboration with the Quintana Roo Mobility Institute (INMOVEQROO) to conduct a census of how many such vehicles currently circulate on the island.

Mattar Pérez acknowledged that common problems include riding against traffic or on sidewalks, practices that violate the state mobility law. He urged users of these vehicles to inform themselves about and respect the rules.

“Everything is for the good of those who travel and for their safety,” he stated.

Regarding implementation timelines, Mattar Pérez explained that the regulatory review is extensive and still in process. He said concrete progress would be announced in the coming weeks as officials work to respond to the growing presence of light electric vehicles in Cozumel and ensure their orderly, safe integration into island traffic.
