Quintana Roo Attracts Investment for Development Hub

Chetumal, Quintana Roo — Six companies, three national and three foreign, have visited Chetumal to explore investment opportunities in the Polo de Desarrollo para el Bienestar, positioning Quintana Roo in the national race to attract logistics and industrial projects. This was reported by the Secretary of Economic Development, Paul Carrillo de Cáceres.

Although the names of the companies were not disclosed due to confidentiality agreements, the official noted that these visits place the state among the 15 Development Hubs in the country that have already received direct interest from the private sector.

Carrillo de Cáceres indicated that the project has installed infrastructure but emphasized that attracting capital is a gradual process. Between 2025 and 2027, the central goal is to secure a letter of intent from a developer who can lead the first stage of the Hub.

“First, it must be consolidated who will sit down to develop. From there, the project’s movement is activated,” he explained.

Once the developer is defined, the phase of permits, legal procedures, and sustainability criteria will begin, with the aim of ensuring that the projects that arrive generate jobs and lasting benefits for the south of the state.

In parallel, the creation of the operational trust is advancing, a process that will take between three and four months. However, the official insisted that this instrument is secondary if the arrival of the investor is not first secured.

“The trust can exist, but if there is no one to invest, it remains only as a document,” he said.

The secretary recalled that Chetumal has had attempts to consolidate logistics centers in previous administrations, but these failed due to a lack of legal certainty, including a specialized fiscal precinct where companies were installed without formal contracts or proper procedures.

Currently, two of those companies have already submitted documentation to regularize their status, while two others continue to integrate their files, as part of the process to provide legal security to the new Hub.
