Bacalar, Quintana Roo — Boat operators in Bacalar are demanding authorities crack down on unauthorized tours in the Seven Colors Lagoon, warning that unregulated vessels threaten the ecosystem, create unfair competition, and endanger tourists.

During peak tourist seasons, more than 400 boats navigate the lagoon, exceeding the authorized registry of about 250 vessels, according to industry data. The difference represents boats and jet skis operating without permits, tax compliance, or basic safety equipment like life jackets, first-aid kits, or emergency communication systems.

Daniel Muñoz, representative of the Nautical Association in this Pueblo Mágico, said the lack of control directly affects legitimate operators, as unauthorized vessels offer the same services without following established guidelines or maritime authority training requirements.

“We insist that captains maintain proper documentation and attend courses to ensure public service and protect the main tourist attraction,” Muñoz said.

He explained that while no exact count of non-compliant vessels exists, their presence visibly increases during holiday periods, prompting repeated requests for the Port Captaincy to strengthen inspection operations—without effective response so far.

Muñoz added that part of the problem stems from concessions issued for private use that later serve tourist activities, allowing these vessels to operate without meeting formal provider requirements.

This situation becomes more evident during high-demand periods like Easter, when the sector expects increased tour bookings.

Beyond economic impacts from unfair competition, Muñoz warned that uncontrolled operations increase accident risks and pose environmental threats to the lagoon due to excessive water traffic and lack of environmental protection measures.

The same scenario occurs with jet skis offered for tours without official authorization, whose presence also increases as the upcoming Easter holiday period approaches.
