Mahahual, Quintana Roo — The Integral Port Administration of Quintana Roo (APIQROO) has officially taken over management of the Mahahual Fishermen’s Pier, a previously underutilized and poorly maintained facility. The move marks the beginning of a rehabilitation and regularization process, including the implementation of fees for its use.
Rehabilitation and New Fee Structure
APIQROO Director General Vagner Elbiorn Vega confirmed that the pier was transferred by the Mexican Navy as part of the Fifth Addendum. The facility currently serves small vessels engaged in fishing, recreation, and sargassum containment efforts. Fishermen and service providers will now be required to comply with newly authorized tariffs.
“The pier is relatively new. Our first step, as always, will be to make improvements—reinforcing it, painting it, and addressing any necessary repairs. After that, we will implement fees. We cannot offer it for free, but the rates will be consistent with those at other piers we manage. First, we ensure it’s in good condition, then we proceed with collections,” Elbiorn Vega stated.
The new fees, authorized by the Mexican Navy and published under Official Document No. 3045/2025, apply to tourist and small vessels. The rates include:
- $6.06 per gross registered ton
- $4.86 per meter of length per hour or fraction thereof
- $6.06 per passenger boarding or disembarking
These amounts do not include VAT. Rehabilitation work will focus on painting, structural reinforcement, and general maintenance.
Similar Plans for Xcalak, Prioritization of Busier Ports
Elbiorn Vega noted that similar fee structures are already in place at other APIQROO-operated piers, such as Puerto Juárez, with differentiated rates for fishermen and tourism service providers.
Regarding the deteriorating federal pier in Xcalak, the director confirmed that preliminary plans for its rehabilitation exist. However, he clarified that resources are currently prioritized for more economically active terminals, such as Puerto Morelos and Isla Mujeres. Xcalak remains under consideration for future infrastructure upgrades.
“Before applying any fees, we must first guarantee that the facilities are in good condition, functional, and safe. Our goal is not just to generate revenue but to fulfill our role as administrators of federal assets,” Elbiorn Vega concluded.
