Playa del Carmen, Mexico — A couple from Philadelphia, USA, has left Mexico after reporting they were victims of serious abuses by municipal police and alleging that the State Attorney General's Office refused to properly process their complaint.
The victims, identified as MEL, 68, and his wife TL, had been living for four years in Playa del Carmen, where they purchased a property for their retirement.
The conflict originated last February in the Starlight Towers condominium, located in the Ejido Sur neighborhood. According to the man's testimony, he intervened in a police procedure stemming from an administrative conflict between residents and the building's management. After being identified by neighbors, he was arrested by municipal police officers.
The U.S. citizen reported that during the arrest he was handcuffed, robbed of his cash, and was allegedly the victim of an attempt by officers to plant illicit substances on him. In addition to the physical abuse, the complainant stated he was forced to sign documents in Spanish without the assistance of a translator, which he says violated his consular rights.
Despite having managed to initiate an investigation file, numbered FGE/QROO/SOL/03/2186/2026 on March 13, he stated that Prosecutor's Office staff refused to give it comprehensive follow-up. They allegedly argued the matter should only be dealt with internally within the police corporation.
Fearing reprisals and after receiving alleged threats, the couple chose to return to the United States last Sunday, leaving their real estate investment behind.
From abroad, the affected individuals reported they have the support of their consular representation and will file a complaint with the Human Rights Commission. They lamented the lack of legal and security guarantees for foreign residents in the area.
