Shocking 57.3% Revenue Drop in Quintana Roo’s Zofemat Rights

In 2024, after a promising first quarter, the revenue generated from the Federal Maritime Terrestrial Zone's (Zofemat) Use or Enjoyment Rights in the municipalities of Quintana Roo State experienced a significant 57.3% drop in the second quarter.

According to data from the state's Ministry of Finance and Planning (Sefiplan) on the National Transparency Platform (PNT), the first quarter saw municipal revenue from Zofemat Use or Enjoyment Rights surpass 233.9 million pesos. However, by the second quarter, this figure had fallen to just 99.6 million pesos.

This substantial decrease in revenue, amounting to over 134.2 million pesos, was reported across 10 municipalities that register income from Zofemat Use or Enjoyment Rights. These municipalities include Benito Juárez, Solidaridad, Tulum, Cozumel, Puerto Morelos, Isla Mujeres, Bacalar, Othón P. Blanco, Lázaro Cárdenas, and Felipe Carrillo Puerto. José María Morelos is the only municipality that does not report revenue from these rights.

During the first half of 2024, the municipality of Benito Juárez reported the highest revenue, exceeding 120 million pesos. This was followed by Solidaridad with over 102 million pesos, and Tulum, which reported revenue of over 43 million pesos.

Further details from Sefiplan on the PNT reveal that Cozumel collected over 24 million pesos, Puerto Morelos over 18 million, and Isla Mujeres over 17 million. Meanwhile, Bacalar reported over three million pesos, Othón P. Blanco over two million, Lázaro Cárdenas over one million, and Felipe Carrillo Puerto exceeded 386 thousand pesos in revenue.

The Federal Maritime Terrestrial Zone (Zofemat) refers to a 20-meter wide strip of firm, passable land adjacent to the beach.
