The insurgent group, EZLN, has raised allegations that megaprojects in Mexico are being exploited as trade routes by organized crime syndicates. Captain Marcos, a representative of the EZLN, argues that these projects do not foster development as intended. Instead, they enable the expansion of organized crime into fresh markets.

The contention between rival cartels is not solely centered on human and drug trafficking. It also involves a struggle for territorial control to levy fees. An escalation in wars for territorial dominance is anticipated, with the national government noticeably absent.

The EZLN further criticizes the perceived alliance between the state and organized crime. They describe it as a business transaction where the state provides an absence of oversight, which the cartels purchase. This arrangement, they argue, results in detrimental consequences for local communities.
