Tulum Hilton Project Resumes After $3M Fine

TULUM, Mexico — A major construction project, the Eos Curio Collection by Hilton, is set to resume work after its developers paid a fine exceeding three million pesos to federal environmental authorities. The project, located within the federally protected zone of influence of the "Parque Nacional del Jaguar" (Jaguar National Park), was shut down and fined in 2023 for beginning construction without the required government permits.

Following the payment of the fine to the Federal Attorney for Environmental Protection (Profepa), work on the project is scheduled to continue from where it was halted. This resumption is contingent upon the developers having now obtained all necessary permits for its realization from the Ministry of Environment and Natural Resources (Semarnat).

According to reports, the condominium developer is believed to be related to the Hilton hotel chain. The authorization from Semarnat is considered the first step toward continuing the project that was initially started without the mandatory federal approvals, but only after the fine was paid to the authorities tasked with protecting the area.

Details of the Project

After submitting the required Environmental Impact Statement (Manifestación de Impacto Ambiental, or MIA) to Profepa, it was confirmed that the project would proceed. Semarnat's approval revealed that the project consists of the creation of residential condominium towers.

These future residential units in Tulum will be situated near the entrance to the area. The permit was granted to the developer, Desarrollos Inmobiliarios Turquesa, which has been given a two-year deadline to complete the work. The official document also notes that construction had begun without the corresponding federal authorization, but with the payment of the fine, the developers are cleared to proceed.
