Transgender individuals in Cancún seeking to legally change their gender on official documents will no longer need to pay a fee at the city's Civil Registry. However, the state registry will continue to charge for this service.
Marcos Basilio Saldívar, a councilor and head of the Commission on Social Development, Citizen Participation and Human Rights, stated that this change was made in the Finance Law of the Benito Juárez municipality. He said, “During the Finance Law discussions, I proposed the exemption of fees for gender identity recognition. It was agreed that this service would be provided for free.”
Saldívar indicated that those wishing to avail of this service should visit the municipal Civil Registry offices. Previously, the cost for this service was between 1,300 and 1,400 pesos. Now, it will be offered at no cost.
This change was prompted by requests from several sexual diversity groups, who advocated for a reduction in fees at the municipal level to make the process more accessible.
However, Saldívar clarified that the state-level fee for processing gender identity recognition has not been waived. He explained, “The procedure involves both a municipal and a state fee. The state fee falls under the jurisdiction of the state Civil Registry, and the municipality has no control over it.”
This state fee, which is approximately 600 pesos, is paid through the Tax Administration Service of Quintana Roo (SATQ). It is a necessary part of the process before approaching the municipal government.
Various sexual diversity organizations have urged both state and municipal authorities to reduce the cost of this procedure. Many transgender individuals face financial difficulties, often due to job discrimination, making it challenging to afford these fees.
