Quintana Roo, Mexico — 88% of Quintana Roo’s population has a cell phone line, placing the state among those with the highest cell phone penetration rates. As of January 9, these users must comply with a registration process.

According to the latest survey from the National Institute of Statistics and Geography (INEGI) on technology use, the state ranks third nationally for cell phone users, behind only Sonora at 90.8% and Baja California Sur at 88.7%. Smartphone usage among cell phone users continued its upward trend. It’s estimated that 96.6% of people used exclusively a smartphone; 3.2% used a basic cell phone, and 0.2% used both devices.

The new regulation approved by the Regulatory Commission establishes the obligation to identify mobile lines. The procedure can be completed at any company’s customer service center or through remote methods. To register a line, it’s necessary to present any official identification containing a photograph, whether it’s the voter credential (INE) or passport, as well as the National Identity Document (Biometric CURP).

The registration deadline is June 30, 2026. Starting July 1, 2026, all unregistered lines will be suspended until registration is completed.

The implementation aims to prevent fraud or extortion through phone calls. Therefore, starting February 7, companies will open consultation portals where users can validate if any line is registered, for which the CURP is necessary.

If there’s a linked line that isn’t recognized, it’s necessary to go to the company at a service center to request disassociation.

According to INEGI, nationally there are just over 96 million cell phone users.
