Chetumal, QR — Mexican President Claudia Sheinbaum Pardo has issued a Decree of Administrative Facilitation that will allow small agricultural producers to regularize their national water concessions in an agile and straightforward manner. Officials describe this as a key step toward water justice and the strengthening of the Mexican countryside.
In Quintana Roo, this measure aligns with the New Agreement for Well-being and Development, an initiative promoted by Governor Mara Lezama Espinosa that seeks to ensure the benefits of government programs reach those most in need. The State Secretariat of Agricultural, Rural and Fisheries Development (SEDARPE) is working in coordination with the federal government to support the regularization of these water concessions.
SEDARPE and CONAGUA Promote National Water Concessions
The head of SEDARPE, Jorge Aguilar Osorio, reported that 120 million pesos were invested this year in conjunction with the National Water Commission (CONAGUA) to strengthen the agricultural sector. He called on producers to take advantage of the opportunity to regularize their national water concessions, noting that having documentation in order is an indispensable requirement for accessing state and federal programs.
Erika Ramírez Méndez, the director of CONAGUA in Quintana Roo, stated that interested parties can go to the agency's offices or complete the process online through the Digital Window, which guarantees greater efficiency and security in the management of the national water concessions.
Decree Details and Eligibility
The decree applies to concessions and assignments with titles that expired between October 1, 2017, and March 1, 2025, covering volumes of up to 500,000 cubic meters annually. The renewal process will be in effect from November 3, 2025, to April 28, 2026, providing legal certainty and access to institutional support.
Furthermore, the regularization of the national water concessions allows producers to access programs such as the PEUA, which grants preferential electricity rates for agricultural irrigation. The call for applications is especially directed at the municipalities of Felipe Carrillo Puerto, José María Morelos, Lázaro Cárdenas, Othón P. Blanco, and Bacalar.
