Mexico City, Mexico — Quintana Roo has the highest gasoline prices in Mexico, while Tamaulipas offers the cheapest, according to data from the National Energy Commission (CNE) for the end of 2025.
Gasoline prices in Mexico vary by state due to multiple factors, including international oil prices, transportation and storage costs, service station profit margins, and taxes like the Value Added Tax (IVA) and the Special Tax on Production and Services (IEPS). Since 2017, when the government lifted fixed price caps, market forces have determined final consumer costs based on supply and demand.
In early 2025, President Claudia Sheinbaum Pardo reached an agreement with a group of gas station owners to set a maximum price of 24 pesos per liter for regular gasoline. However, the average price has exceeded that level in at least four states.
States With the Most Expensive Gasoline
For regular gasoline, Quintana Roo leads with an average price of 24.81 pesos per liter, followed by Baja California Sur at 24.20 pesos and Nayarit at 24.02 pesos.
For premium gasoline, Nuevo León has the highest average price in the country at 27.08 pesos per liter, with Baja California Sur at 26.76 pesos and Quintana Roo at 26.70 pesos.
Diesel reaches its highest price in Quintana Roo, averaging 27.61 pesos per liter, followed by Durango at 27.21 pesos and Oaxaca at 27.19 pesos.
Where Fuel Is Cheapest
Tamaulipas tops the list for the most affordable fuels in the country. Regular gasoline sells for an average of 21.87 pesos per liter, premium for 23.88 pesos, and diesel for 25.44 pesos.
For regular 87-octane gasoline, Baja California and Chihuahua have the second and third lowest prices, at 22.91 and 22.21 pesos per liter, respectively. For premium gasoline, after Tamaulipas, Chihuahua and Tabasco follow with prices of 24.42 and 25.13 pesos per liter.
The cheapest diesel after Tamaulipas is in Baja California, averaging 25.54 pesos per liter, followed by Tlaxcala at 25.81 pesos.
