Quintana Roo — Governor Mara Lezama Espinosa of Quintana Roo has started 2026 as Mexico’s highest-rated state leader, according to the latest monthly ranking from polling firm Consulta Mitofsky.
The state executive secured 57.6% approval in January, a slight increase from December, placing her first among Mexico’s 32 governors.
Five Consecutive Months at the Top
This result marks Lezama’s fifth consecutive month leading the national list, consolidating a sustained trend of public support.
Beyond topping the overall evaluation, she remains the only woman holding the top position in the national ranking. Within the bloc of governors from the Morena party and its allies, she also leads the measurement, strengthening her political positioning nationally.
January Governor Rankings
Ricardo Gallardo, governor of San Luis Potosí, placed second, followed by:
- Mauricio Kuri, Querétaro
- Tere Jiménez, Aguascalientes
- Manolo Jiménez, Coahuila
Top 10 With Gender Parity
The group of the ten highest-rated governors is completed by:
- Clara Brugada, Mexico City
- Libia Denise García, Guanajuato
- Julio Menchaca, Hidalgo
- Pablo Lemus, Jalisco
- Maru Campos, Chihuahua
This block features five women and five men, reflecting balance at the highest approval levels.
Governors With Lowest Approval
At the lower end of the ranking are:
- Víctor Castro, Baja California Sur, with 38.6%
- Javier May, with 39.3%
- David Monreal, with 39.7%
National evaluations range from a high near 58% to a low of 39%, according to the report.
Regional Leadership in the South and Gulf-Caribbean
In regional analysis, the Quintana Roo governor also occupies first place in southern Mexico and the Yucatan Peninsula, with nearly 20 percentage points above state executives from entities like Chiapas, Yucatán, Oaxaca, Guerrero, Campeche, and Tabasco.
In the Gulf-Caribbean zone, she similarly leads the evaluation, surpassing counterparts from Tamaulipas and Yucatán.
National Average and Political Context
The Consulta Mitofsky report notes that the overall average approval for governors stood at 49.8%, virtually unchanged from the previous month, representing three consecutive months below the 50% threshold.
Twelve governors fall below that level, with three failing to reach 40%.
The report also indicates that Mexican President Claudia Sheinbaum maintains approval levels higher than those of all 32 governors in their respective states.
