Quintana Roo and Notaries Council Sign Agreement to Boost Will-Making Program

Chetumal, Quintana Roo — The state government and the Council of Notaries of Quintana Roo have signed a coordination agreement to implement the “September and October, Months of the Will” program for fiscal year 2026, an initiative aimed at helping families protect their assets through affordable legal wills.

Under the agreement, the council will charge a flat fee of 3,000 pesos plus VAT for a public open will during the two-month campaign. The benefit is available to Mexican residents of Quintana Roo who draft their will at any notary office in the state.

State Secretary of Government Cristina Torres Gómez said the program is part of a broader public policy to expand access to legal planning tools.

“Granting a will is an act of love and responsibility toward our families,” Torres said. “With this program we give Quintana Roo residents legal certainty and peace of mind to protect the assets they have built through hard work.”

As part of the collaboration, the government will also run the campaign “I Grant My Will, I Grant Patrimonial Security” to encourage a culture of estate planning and offer tax incentives during the two months.

The national “Month of the Will” initiative has promoted the importance of planning asset transfers across Mexico. Quintana Roo extended the period to September and October to allow more families to take advantage of the incentives and reduced costs.

The agreement is effective from September 1 through the end of October 2026.

Council President Susana Verónica Ramírez Sandoval, Secretary Jeannette de los Ángeles Rosado Novelo, Treasurer Elmer Arturo Paredes Quintana, and board members Ricardo Vega Espinosa and María Teresa Suárez Álvarez participated in the signing and pledged to support the program’s promotion and implementation.
