Puerto Morelos Signs Anti-Corruption Pact with Court

PUERTO MORELOS — The municipality of Puerto Morelos and the Tribunal of Justice Administrativa y Anticorrupción (Administrative and Anti-Corruption Court) have signed a collaboration agreement aimed at guaranteeing access to justice and an adequate defense in administrative responsibility procedures within the National and State Anti-Corruption Systems.

During the signing ceremony held in the municipal president's office, Mayor Blanca Merari Tziu Muñoz stated that the government is working to close any spaces for corruption through constant training for public servants on the norms that govern them.

"I am convinced that a good government is one that provides clear accounts and actions with total transparency. Therefore, the supervision and verification of every procedure must be accompanied by the protocols established by law, through the Internal Control Body, to avoid irregularities that could lead to alleged acts of corruption," she affirmed.

The signed agreement is intended to provide guarantees of access to justice and an adequate defense for the procedures of administrative responsibility. Furthermore, the objective is to comply with the legal procedures of the precepts of the Ley General de Responsabilidades Administrativas (General Law of Administrative Responsibilities) of the State of Quintana Roo that apply to government employees.

For her part, the Magistrate President of the Tribunal of Justice Administrativa y Anticorrupción, Minerva Maribel Moreno Cruz, indicated that the agreement reinforces the principles of legality, presumption of innocence, objectivity, congruence, exhaustiveness, material truth, legal security, and respect for human rights, fostering collaboration between institutions to strengthen transparency.

In turn, the head of the Internal Control Body of Puerto Morelos, Leticia Ramírez Cetina, explained that in cases where alleged defendants do not have a private defender, the Legal Unit of the Tribunal will provide legal assistance.

It is worth noting that the signing of the agreement was attended by the head of the Legal Assistance Unit of the Tribunal of Justice Administrativa y Anticorrupción, the secretary general of the City Council, José de Jesús Espinosa Payán, and the Treasurer, José Luis Ciau Xiu.
