Playa del Carmen, Quintana Roo — The ongoing controversy surrounding mototaxis in Playa del Carmen has intensified as authorities report that numerous units are operating outside their designated zones, primarily in the western part of the city.
Unauthorized Expansion into Residential Areas
Luis Herrera Quiam, Secretary General of the municipal government, stated that officials are working to mediate the situation amid conflicts between mototaxi operators and traditional taxi drivers. However, he emphasized that the municipality’s role is limited to facilitation, as regulatory authority lies with the state government.
“We are encountering difficulties because the assigned zones have not been clearly defined. It has been observed that some mototaxi drivers are providing services outside the permitted areas,” Herrera Quiam explained.
Mototaxis first began operating in 2018 in the Villas del Sol subdivision. Since then, their presence has expanded—often amid violent clashes—into other neighborhoods, including Palmas, Misión de las Flores, and La Guadalupana, most of which are located west of Playa del Carmen.
State Oversight and Ongoing Negotiations
Herrera Quiam noted that the Quintana Roo Institute of Mobility, a state agency, holds jurisdiction over mototaxi regulations. The municipal government has participated in meetings to address the issue but lacks direct enforcement power.
“This is regulated by the state government through the Institute of Mobility. As a municipality, we have collaborated through our Transportation Department to gather information on the situation,” he said.
Reports indicate that mototaxis have established an unofficial base on Avenida 115 near CTM, close to Plaza Las Américas, despite lacking authorization to operate in the area.
Illegal Operations and Security Concerns
An estimated 700 mototaxis, also known as pochitaxis, currently operate in Playa del Carmen. Some units are suspected of functioning illegally and have been linked to criminal activity.
Herrera Quiam expressed optimism about progress in negotiations but acknowledged uncertainty regarding new permits.
“There is no information yet on whether new permits are being issued or if the municipality has been notified, but we expect to find out soon,” he said.
Authorities continue to monitor the situation as discussions between stakeholders remain ongoing.
