Mexican Tax Authorities Seize Former Governor’s Properties Over Unpaid Taxes

Playa del Carmen, Quintana Roo — Mexican tax authorities have ordered the seizure of seven properties belonging to imprisoned former governor Roberto Borge Angulo in a move to collect nearly 4 million pesos in unpaid taxes.

The Servicio de Administración Tributaria (SAT), Mexico’s tax administration service, issued seizure orders for properties located in Playa del Carmen, Cozumel, and Chetumal. Authorities have so far executed the seizure of only one property—a luxury apartment in Playa del Carmen’s Arena condominium complex near the Shangri-La and Mamitas beach areas.

According to documents obtained by local media, the SAT’s General Collection Administration office in Quintana Roo issued precautionary seizure orders in 2025. The seized apartment, purchased by Borge Angulo in 2013 while he served as governor, cost 1.7 million pesos and is located in one of Playa del Carmen’s most exclusive neighborhoods.

Authorities are seeking payment of 3,897,506 pesos for national tax violations dating back to 2018, though officials suspect the actual debt may be higher. The other six properties remain under seizure orders but have not yet been physically seized, meaning Borge Angulo could still sell them.

This marks the second round of property seizures against the former governor. Last year, a Chetumal judge lifted two previous seizures on Cozumel properties related to criminal charges of irregular performance of public service. However, those same properties now face potential seizure again for tax violations.

Borge Angulo is currently imprisoned in Morelos state on multiple criminal charges including organized crime. The new seizures further complicate his legal situation by restricting access to properties he acquired under unclear circumstances during his tenure as governor from 2011 to 2016.
