Mexico City — Mexico’s Senate approved the temporary entry of 19 U.S. Navy SEALs for joint training exercises with the Mexican Navy, officials announced Wednesday.

The Senate voted 105-0 with one abstention to authorize the entry of Team 2 members from the U.S. Navy SEALs, following a request from President Claudia Sheinbaum. The authorization allows the U.S. personnel to participate in a training program called “Improving the Capacity of Special Operations Forces” with Mexico’s Navy, known as SEMAR.

The joint exercises will take place from February 15 to April 16, 2026, at facilities in Campeche state, including the Marine Infantry Specialized Training Center in San Luis Carpizo and the Naval Sector in Ciudad del Carmen.

The Senate’s Navy Commission endorsed the measure before sending it to the full chamber for discussion and voting. The training aims to strengthen operational capabilities and interoperability between the naval special forces of both countries as part of bilateral security cooperation.
