Mayor of Felipe Carrillo Puerto Faces Corruption Allegations, Tied to MORENA State Leader

Felipe Carrillo Puerto, Quintana Roo — The mayor of this municipality in Mexico’s Yucatan Peninsula faces multiple corruption allegations involving contracts awarded to associates, family members, and companies with questionable reputations, according to audits and journalistic reports.

Maricarmen Candelaria Hernández Solís, who is married to Johana Acosta Conrado, president of the MORENA party’s state executive committee in Quintana Roo, has governed Felipe Carrillo Puerto for two terms marked by what critics describe as widespread violence, public service failures, and financial irregularities.

Questionable Contracts

Audits and investigations reveal a pattern of contracts awarded without proper oversight:

  • Karla Angélica Martín Domínguez, based in Tekax, Yucatán, received over 17 million pesos in contracts since 2024 for water network expansion, paving, and infrastructure construction. She was previously investigated in 2017 by the Yucatán Superior Audit Office for irregularities.
  • Aycas, S. de R.L. de C.V., represented by Gisel Jaqueline Cervera Pereira, obtained over 2 million pesos for concrete floor construction without prior references or mention in municipal social media.
  • Grupo Saher Villareal, S.A. de C.V., awarded over 2 million pesos for electrical network expansion in Tuzik, had previously been flagged for failing to complete projects in Bacalar in 2020.
  • Companies linked to the Madrid Guzmán family (CONSTRUCCIONES DALBAH and MAYPE CONSTRUCCIONES) have secured million-peso contracts since 2023 through interconnected business structures and non-transparent bidding processes.

Audit Findings

The Federal Superior Audit Office (ASF) detected patrimonial damage exceeding 27 million pesos in 2024, including:

  • 3.8 million pesos for unverified purchases without formal receipt of goods
  • 24.6 million pesos for paving projects lacking laboratory tests, compaction control, or asphalt thickness verification
  • Missing photographic reports, warehouse entries, and technical documentation for key contracts

The ASF concluded that acquisition and public works regulations were violated, causing damage to federal public funds amounting to 53.3% of audited resources.

In 2025, the ASF identified Quintana Roo businesspeople as accomplices in a contract carousel that drained municipal coffers.

Additional allegations involve diversion of funeral resources: audits indicate payments of $4,500 per person for funeral support when contracts stipulated $2,900, potentially diverting over 11.2 million pesos since 2023.

Conflict of Interest Concerns

The marital and political relationship between Mayor Hernández Solís and Johana Acosta Conrado has created what local analysts call an “iron circle” of influence. Critics allege this dual relationship facilitates influence trafficking, suggesting the state party structure serves as a protective shield against oversight agencies.

Audits have identified secret payrolls and payments to family members of journalists, political allies, and trusted personnel, including Acosta Conrado herself, who reportedly benefited from 11.2 million pesos in resources.

The mayor and her inner circle have been accused of acquiring properties paid in cash, trucks worth over 2 million pesos, and mansions valued at more than 5 million pesos without clear income sources.

Public Service Crisis

Despite economic opportunities from the Maya Train project and Tulum Airport development, basic services in the municipal seat face severe challenges:

  • Sanitation emergency: Intermittent garbage collection collapses have created infection hotspots in working-class neighborhoods
  • Security concerns: Public lighting deficits leave large areas in darkness, facilitating common crimes
  • Rural neglect: Community leaders in Maya zone villages allege resources concentrate on showcase projects in the municipal seat while access roads and health centers remain neglected

In response to allegations, Mayor Hernández Solís has maintained a media defense, attributing criticism to a “dirty war” by groups that lost privileges. However, ASF files and complaints filed with the Specialized Prosecutor’s Office for Combating Corruption continue their course, testing the ruling party’s transparency narrative.
