Cancun, Quintana Roo — Authorities have launched a dual investigation after two teenage girls escaped from the DIF Temporary Shelter (CAT) in Cancun, prompting the suspension of three staff members.
The State Prosecutor’s Office (FGE) is conducting a criminal investigation, while the Benito Juárez municipality has opened an internal administrative probe to determine how the minors left the facility and to assign responsibility.
Marisol Sendo Rodríguez, director of the DIF Benito Juárez, said the investigations aim to determine whether shelter staff committed omissions, negligence, or violated child protection protocols.
As a precautionary measure, three workers have been temporarily removed from their posts to ensure impartiality. “These three people were separated from their positions temporarily so that the investigation can proceed in the areas of prevention, administration, and internal control,” Sendo Rodríguez said. “We will continue cooperating with the FGE and the Human Rights Commission.”
The DIF has handed over video surveillance footage, medical and psycho-pedagogical records, guard logs, and other documents to prosecutors. The Quintana Roo State Human Rights Commission (Cdheqroo) and the Public Security Department (SSC) are also monitoring the case to verify the minors’ well-being and ensure their rights are respected.
Meanwhile, DIF management is conducting a comprehensive review of the shelter’s procedures, security measures, access controls, and care protocols to prevent future incidents.
Authorities said the final findings from both the criminal and administrative investigations will determine whether shelter staff face administrative or criminal charges.
